RANKING NOTES:

Although some would simply put Caleb in his own tier, possibly have Caleb and Jayden in the same top tier, or maybe all three in Caleb, Jayden and Drake, the likelihood of all 5 of the tier one players being long term starters in the NFL is too great to separate them out completely. The only reason Penix falls out of that group and into a tier of his own is due to the idea that Kirk Cousins could simply play well enough to keep Michael on the bench for sufficient time to render his drafting a long-term stash for your roster.  To be sure, there is a ton of talent to be had in the left arm of Michael Penix, but the top 5 names give you a much-increased chance of adding points to your weekly score sooner, rather than later.

Jordan Travis and Spencer Rattler are the only other names that will have a fair to better than fair chance at getting into the starting lineup sometime in the future. There may be a bit of a wait there, but Travis could see the opportunity come as quickly as Michael Penix, which could be year 3.
